A Dream Deferred

Langston Hughes’ poem, A Dream Deferred, is about the sentiments of African American people back when they were great oppressed and marginalized (Hughes).They were denied of a dream, of a better life and a better world just because of their skin color and their ethnicity. Looking closely at the poem, we can see that the elements used by Hughes could clearly show the readers how much he felt back at that time when he wrote it.It is important to analyze the poem through its parts first and then its entirety so that we’ll see how Hughes came up with a short but very effective poem.Hughes used several literary elements all throughout his poem. The first one is the use of rhetorical questions, where we can see that the poem is structured as a questions related to deferring a dream. These questions tend to answer themselves in the end, and this is where the use of the next element, simile comes in. He uses it to describe every situation that he gives relating to a dream defer red.One example is â€Å"Does it dry up like a raisin in the sun, where he used â€Å"like a raisin in the sun† to describe the â€Å"drying up† of the dream (Hughes). From this, it is evident that it also uses the element imagery when describing, including â€Å"fester like a sore,† â€Å"stink like rotten meat,† and a lot more (Hughes).Through these literary elements, we can see how much emotion the author has regarding this topic. As an African American, he had his fair share of discrimination, which led to his dreams being deferred.The poem shows us the progression of how his dreams and aspirations were denied and how his reaction evolved. From the poem, we can clearly see that it seemed to worsen to a point of destruction. With this, the readers can follow how his emotions could have changed through time.Hughes intends to answer the question â€Å"what happens to a dream deferred,† and he was able to do so by giving several responses (Hughes) . His first few responses were generally negative, as we’d expect from someone discriminated and denied of their dreams.He responded that it could dry up like a raisin in the sun. This is a very appropriate response for someone who lost hope, saying that their dreams would all go to waste and just dry up.A raisin in the sun is once a juicy grape, just like a dream that’s full of promise and hope. By denying that dream, all that would be left is just the wrinkled skin of the past, something very distant to what it previously resembled.Other responses that Hughes provided include festering like a sore, stinking like a rotten meat, and crusting and sugaring over like a syrupy sweet. These are all undesired, negative situations that could be a gauge of how the author felt when his dream was deferred.It was uncalled for, it was not the outcome that he expected, but still he must live with that. There isn’t any hint of justice for the author, since these were all irre versible outcomes. At this point, we can now see that aside from disappointment, having one’s dream deferred also causes a great deal of sadness and pain.In the end, all of the dreams deferred from a man like the author would eventually have to go somewhere. As it piles up, it creates a heavy load which would eventually sag.All the dreams that they were not able to achieve, all the opportunities that were denied from them would eventually sag and weigh them down. It is such a heavy burden to carry and there is no other way to ease it other than giving them the chance to fulfill those dreams.Because eventually, as it continues to sag and expand, there would come a point when it would just explode. Should a Piece of Literature Be Judged on Its Literary Merits Alone, Regardless of Its Historical Context?

Steven Brust once wrote: â€Å"In my opinion, the proper way to judge a novel is this: Does it give one an accurate reflection of the moods and characteristics of a particular group of people in a particular place at a particular time? If so, it has value. Otherwise, it has none. † (Brust, Steven. 2005. Sethra Lavode). Brust, quite clearly has joined this debate regarding literary theories. He claims that if aspects of literary piece, aside from its own merits, are not significant then it has no worth.It is continually and widely argued by critics of literature whether a book should be based on its literary merits alone, or if only certain aspects, such as history, regarding its writing should be relevant. The relationship between history and literary work is often questioned. There are four main models that have been devised to explain this. The first regards a piece literary work as universal and belonging to no time period. The model states that historical context has no si gnificance in literary texts, and that both should remain autonomous from each other.Critics are concerned with literary texts being artefacts in themselves that surpass the possibilities of a particular time, thus the idea of specific historical context is dismissed. R. S. Crane supports this view and in an essay said history is part of â€Å"the general history of culture† whereas literature should be â€Å"imaginative works considered with respect to those qualities which can truly be said to be timeless†¦ quite apart from any knowledge of their origin or historical affiliation† (Crane, Ronald. 1967. History versus Criticism in the study of literature’, in The idea of the Humanities and Other Essays Critical and Historical, Vol. 2. Chicago: University of Chicago Press). In short, this model centres around the basis that a literary work should be judged on its, as Crane said, ‘timeless qualities’ for example the quality of its linguistic feat ures and other aspects that give a work literary merits. The second model regarding history and literature is based on the idea that the historical context of a literary piece helps lead to proper understanding of it.A text is produced within a certain historical context but this should remain separate from the literary context. This model is often favoured by critics that analyse literary texts by considering their historical background and context. This can be regarded to any aspect whether it is: political, cultural or linguistic. A 1934 study by Basil Willey: The Seventeenth Century Background: Studies in the Thought of the Age in Relation to Poetry and Religion shows even by its title a support for this model.It is implied that Willey and similar critics agree that historical context forms a foundation of understanding when studying a literary text. They would argue that literary work in order to be analysed must be understood and to be understood needs to be looked at in respe cts to its historical context. The third model when looking at the relationship between pieces of literature and history is essentially the opposite of the second. It centres on the idea that a literary piece can help us understand the time in which it is set.This is explanation talks about realist texts in particular and how they can provide creative depictions of historical events or periods. It assumes that literary texts are almost subordinate to their historical context and they are reflections of their time. For example Keith Thomas appeals to Shakespeare to justify this point of view: â€Å"In Shakespeare’s plays, the curses pronounced by the characters invariably work†¦ not just for dramatic effect† but that â€Å"it as a moral necessity that the poor and the injured should be believed to have this power of retaliation when all else failed† (Thomas, Keith. 971. This model is known as the reflective approach, it regards literary work as an aid to develop our knowledge of history using the historical context of a literary piece. The last model regarding literature and history is probably the most complex, though it is also seen as the most interesting to theorists. It claims that literary texts are connected with other discourses and this makes literature itself a part of history that is continually being written.Critics that agree with this theory, widely known as ‘new historicists’, argue that the question of the relationship between history and literature is wrong; despite their differences the last three models assume that ‘history’ and ‘literature’ are fundamentally separate. They distinguish between the interpretations of literary texts and the transparency of history. Stephen Greenblatt writes in an essay: â€Å"methodological and self-conscious is one of the distinguishing marks of the new historicism in cultural studies as opposed to historicism based upon faith in the transparency of signs and nterpretive procedures† (Greenblatt, Stephen. 1990. ‘Towards a poetic of Culture’, in Learning to Curse: Essays in Early Modern Culture. London: Routledge). Hence, new historicists argue that the making of the literary texts is a cultural practice, and only differ in their specific mode. No absolute distinction can be made between literary and other cultural practices. Theorists such as Hayden White, claim that this model implies that just like literary texts the ‘facts’ of history need to be read (tracing the past is similar to telling a story).In an extract from White’s book, Tropics of Discourse: Essays in Cultural Criticism, He writes: Histories ought never to be read as unambiguous signs†¦ but rather as symbolic structures, extended metaphors, that ‘liken’ the events reported in t hem to some form with which we have already become familiar in our literary culture†¦ By the very constitution of a set of events in such a way as to make a comprehensible story out of them, the historian changes those events with the symbolic significance of a comprehensible plot structure. (White, Hayden. 1991. Tropics of Discourse: Essays in Cultural Criticism.Baltimore: The John Hopkins University Press) Considering this we would come to the conclusion that methods of (critical) analysis should be suitable for both history and literary texts. In short, a new historicist perspective think that in the reading of a literary text the idea of historical context cannot be settled, and that this context is decided by a negotiation between the text and the reader Ultimately, the majority of literary theorists fall on the side that accepts the use and aid historical context when critically analysing a literary text.Only the first model seems to completely disregard historical contex t in literary work for the belief that a piece of literature should be ‘timeless’. The second and third model accept historical context as part of the method of analysing a literary piece. However, still confidently differentiate between literature and history, they are seen as merely aids for each other.The last model is set apart from the rest as it does not polarise the categories and treats them as to intertwine subjects that cannot be considered without each other. In my opinion historical context should be relevant to the reading of literary text, it is inevitable that the two should overlap especially during an in depth analysis of a literary text.

What Makes Shakespeares Hamlet Popular? The Enduring Popularity of Shakespeares Hamlet Why is Hamlet so popular? Shakespeare wrote countless masterpieces, many of which are debatably more exciting (The Tempest), momentous (Macbeth), intriguing (Othello), romantic (Romeo and Juliet) and profound (King Lear). But not only has Hamlet been produced more by the Royal Shakespeare company than any other work, it is a favourite of troupes (and audiences) around the world. From the play’s inception in 1602, up until the National Theatre’s acclaimed production in 2000 (and beyond), Hamlet has captured the imagination. A close examination of the play, along with a careful focus on its themes, will shed some light on Hamlet’s 400 year old enthrall, with a special emphasis on its relevance to a modern British audience. Hamlet is a tale of revenge, murder and existential and spiritual angst. The title character is a young prince whose father, the King of Denmark, has unexpectedly passed away. His brother, Claudius, has inherited the throne and taken the former king’s wife as his own. Hamlet is visited by his father’s ghost, who informs him that he was murdered by Claudius, and that his death needs to be avenged. Instead of instantly doing so, Hamlet attempts to first confirm his uncle’s guilt by feigning madness, and later by staging a play of the murder, to which Claudius’ reaction essentially confirms his guilt. But even with the evidence in hand, Hamlet is still unable to enact his revenge. After accidentally killing the king’s councilor Polonius, he is deported to England, and upon his return enters into a duel with Polonius’ son, Laertes. However, the fight is a setup; Laertes’s blade is poisoned, as is the wine in a goblet from which Hamlet is t o drink. While Hamlet wins the duel and ends up killing Claudius, he too succumbs to the poison and dies. In the play, Hamlet is by far the major presence: his problem is central to the plot, and his public and private exultations and speculations dominate the action (Hoy, 1991). Furthermore, the role of Hamlet is far larger than any other in all of Shakespeare’s works. While the play is filled with ambiguities, the biggest of all have to do with Hamlet’s motivations and actions (Levin, 1959). There is always more to him than the other characters in the play can figure out. Part of this has to do with the way Shakespeare crafted him – his intense pensiveness, his uncertainness, the vagaries of his actions – but part of it is Hamlet himself, who actually tells other characters that there is more to him than meets the eye, notably his mother and Rosencrantz and Guildenstern. In addition, when he speaks, he sounds as if there’s something important he’s not saying, maybe something even he is not aware of (Hoy, 1991). What separates Hamlet from other revenge plays is that the action we expect to see is continually postponed (Wilson, 1951). Instead of being based on activity, the play is all about character, and really only the character of Hamlet. Many people regard Hamlet as a play about indecisiveness, but more than this, it can be seen as an examination of action itself; that is, the conditions necessary for such, and the appropriate amount required, depending on the circumstances. The question of how to act is affected not only by Hamlet’s need for certainty, but by emotional and psychological factors (Halliday, 1964). Hamlet himself appears to distrust the idea that it’s even possible to act in a controlled, rational way. For when he does act, he does so swiftly and recklessly. This extreme shift from paralysis to impulsiveness further adds to his enigmatic nature. Without action to sustain the play, the plot instead revolves around Hamlet contemplating various questions, among them: Is the ghost what it appears to be, or is it really trying to deceive him? How can the facts about a crime be known without there being any witnesses? Can Hamlet know the intricacies of Claudius’s soul by studying his behaviour? Can we ever really know whether our actions will have the consequences we want them to have? Can we know what happens in the afterlife? (Levin, 1959). This last question is one of the most powerful throughout the play. There are times when Hamlet seems to feel that death itself may bring the answers to his deepest concerns (Wilson, 1951). The question of his own death plagues him, and he more than once contemplates whether or not suicide is a legitimate choice in an unbearably painful world. Hamlet’s grief is such that he frequently longs for death to end his suffering, but worries that if he commits suicide, he will be suffer eternally in hell. In his famous â€Å"To be or not to be† soliloquy, Hamlet concludes that no one would choose to endure the pain of life if they were not afraid of what will come after death, and that it is this fear which causes morality to interfere with action (Levin, 1959). In sum, Hamlet, is ambiguous, vague and mysterious, uncertain, indecisive and pensive, self-loathing and self-reflexive, simultaneously afraid to live and afraid to die. Is it any wonder then that people can relate to him? People enjoy Hamlet because he evokes their sympathy. His character is flesh and blood. He doesn’t just act; he thinks, he questions, he feels. Hamlet is extremely philosophical and contemplative, and takes the time to analyze difficult questions that cannot be answered with any certainty. His melancholy is in many ways endearing. Though his actual age is debatable, in essence he is the quintessential teenager, afraid to grow up and take on burdens and responsibility he knows he must and yet is not ready for. His urgency is contagious. Beyond this, there are the questions he deals with, primarily those of death and the afterlife, that haunt us all. It is extremely rare to not only hear such questions so well articulated, but to hear them articulated at all. These conversations are largely relegated to our own heads. They are intimate and personal, and are seldom expressed. To see them on stage is to bear witness to our own souls. But this only explains why the character of Hamlet is so popular. Though he dominates the course of the action (or lack thereof), there is another reason why the play itself has been so successful and so resonant, which has to do with the famous line: â€Å"Something is rotten in the state of Denmark† (Hamlet, I, iv, 90). Everything is related in Hamlet, including the health of the ruling royal family and that of the nation as a whole (Hoy, 1991). Throughout the play, there are explicit connections drawn between the two. Denmark is often described as a physical body made ill by the moral corruption of Claudius. While the dead King Hamlet is portrayed as a strong, noble ruler under whose guard the state was in good health, Claudius, is regarded as wicked, corrupt and out to satisfy only his own appetites (Wilson, 1951). Throughout history, similar correlations have been made, from Stalin and Hitler to Blair and Bush. While the latter pair are perhaps far less sinister, their po litical decisions have similarly shaped the perceptions of the citizens of the nations they lead, as well as the perceptions of those on the outside. Our leaders are responsible for the overall â€Å"health† of the state, and the war in Iraq and other actions are doing little at the moment to paint a picture of good health. Close observers of Hamlet, no matter of what time period, sense this parallel instantly. Modern society, specifically the UK, is still in Hamlet’s thrall. In today’s world, with so many problems and too few solutions, it is easy to feel powerless and paralyzed. There are choices to be made, and actions to take, but 1) which ones should be carried out and 2) will they even do any good? The modern person is at a crossroads, and in some ways Hamlet personifies this better than anyone else. Throw in the play’s description of the state as being deceased, and the work comes across almost as the poster child for modern malaise. This is evidenced in the 2000 production by the National Theatre, which is only one of many recent and successful incarnations of the play. The title role was played by Russell Beale, who prepared for the part by looking into himself in an attempt to bring out the â€Å"everyman quality† of Hamlet, along with his intense self-reflection and (albeit feigned) madness. To do justice to Shakespeare’s words, in this case gra vitating between wit, wryness and self-reflection, Beale decided not to force emotion, but to instead â€Å"get there slowly, to get the emotional arc right, and not find too many moments of crisis† (Beale, 2000). The actor, in perhaps a bit of method, decided to try and capture Hamlet’s grief by using his own, in this case the fact that his mother died a few weeks before the performance. He also used his frustration over â€Å"not being able to feel enough† to further cement and perfect his interpretation (Beale, 2000). By all accounts he didn’t disappoint. The Independent declared Beale’s Hamlet â€Å"not at all ‘Hamlet-like,’ and his performance â€Å"moving and crystal clear,† characterized by â€Å"an aching regret for the world that might have been rather than a seething contempt for the world that exists† (Taylor, 2000). When Hamlet returned from England, the reviewer found him emanating a â€Å"shyly gracious acceptance of the mystery of life and fate,† and in dying â€Å"moved towards the audience as if painfully and belatedly conscious of their presence, imparting an even more shattering sense of the waste of a noble life† (Taylor, 2000). The Evening Standard wrote that the performances illuminated the text in ways that made it fresh and accessible, and Beale’s performance of â€Å"clarity, humanity and humility held the audience spellbound†¦they could only suffer with his confusion, grief self-loathing and doubt† (de Jongh, 2000). The Guardian complimented Beale for being â€Å"everything one could hope for: witty, ironic, intelligent, ‘a Henry James who is also a swordsman’ to borrow Harold Bloom’s phrase,† and: â€Å"bookish, inward, reflective and intensely capable of self-scrutiny† (Billington, 2000). Furthermore, the paper admired his â€Å"capacity for surprise, moral sensitivity and parodic wit† and his ability to convey â€Å"the paralysis of the intellectual caught up in a world of realpolitik,† resulting in a â€Å"first-rate, deeply intellectual Hamlet whose weapons are primarily verbal and who understands that revenge cannot offer meaningful redress† (Billington, 2000). In the National Theatre’s production, along with countless others over four centuries, a central theme is constantly repeated: Hamlet’s self-loathing, specifically in regards to his lack of feeling, which, as much as his lack of action, makes him guilty. This aspect of his character is perhaps more relevant today than ever. The theme of powerlessness, along with the tangible frustration and guilt that comes with it, can easily find a home in the mind of a modern audience member. In addition, Hamlet’s intensely relatable â€Å"human all too human† qualities, his probing thoughts on the afterlife and the theme of the â€Å"nation as diseased body† are so universal and timeless that they shed much light on the play’s appeal. Perhaps there will come by a day when Hamlet fails to strike a chord with audiences. Picture the ultimate dream car. Is it a brand new Mustang right off the show room floor? Maybe it is a SUV with heated leather seats. Or it might by something fast and imported, like a Ferrari, Lamborghini, or Porsche. For some people, dream cars don't come from the present or the future, but the past. But getting that dream car from the past isn’t always easy. A lot of the times it is rusting away in some old barn or out in a field with weeds growing through the floorboard. When someone finds that dream car in those conditions they can do a couple different things they can build it into a rat rod. A rat rod is where the outside of the car is left rusty and in the shape it was found in, and has a big powerful motor and a good strong transmission. Or the other choice is to restore the car to its former glory. When someone restore a car to its former glory there are four main categories or steps that they need to do; body work, paint, interior, and engine/transmission. The first step in body work is to take the car apart so that it is easier to get rid of all the dents, paint, and rust. Then take out all of the interior, and take off the mirrors, hood, fenders, and all of the extra parts that will make it easier to get off the paint. Paint stripping methods usually fall into two main categories: abrasive and chemical. In abrasive paint striping there is media blasting, and good old fashion sanding. The way media blasting works is the process of blasting an item with small particles of various abrasive substances at an extremely high velocity in order to remove paint and rust off a vehicle. There are many materials used to media blast cars like walnut shell, plastic beads, baking soda, and different types of sand. D... ...ne have less power. If the original transmission is being used then it as well should be gone through and cleaned. If someone doesn’t want to take the time to take the engine apart and clean every little part and then try to remember where every little piece went then just replacing both the engine and transmission might be the way to go. Buying a brand new engine and transmission has its advantages and its disadvantages. An advantage of buying them new is that they have all new parts and are less likely to break and can take less time than taking apart the engine. A disadvantage is that it can be more expensive than just using the old motor. By completing these steps an old rusted out car can be turned into the ultimate dream car. Whether it is turned in to a rat rod or in to the restored classic car, it is worth all that hard work to get that ultimate dream car.

Baldwin Blames Mistreatment of Black Veterans for Increasing Racial Unrest Building a case against racial injustice, Baldwin describes how many blacks joined the U.S. military and were sent to fight in Europe during World War II, although the battles they returned to at home were sometimes worse than the war itself. America’s Present Judicial Structure

America’s judicial system is one of the most well known all over the world. In many countries, people of the state are not given as much opportunity to seek legal redress, or defend one’s self. In the United States, accusers and defendants alike are given the same rights in court regardless of their social standing. I can say that Americans are living with such a great privilege to be able to live with a judicial system and constitution that uphold the inherent rights of every citizen.However, I believe that anything that is created good has the tendency or potential to digress from its original purpose, and as time goes by, may deteriorate or become corrupted. The Founding Fathers have set a constitution that would be the basis for judicial proceedings in the land. They are honest, trustworthy and honorable men. They envisioned a state that upholds the truth and executes justice. But as the generations continue to pass by, there is no guarantee that every judge in the Federal and State courts will have the same integrity as the ones who framed the laws in the past.Thus, the first weakness that I can see in America’s judicial structure is that, if corruption penetrates it, the very laws that uphold the dignity of every human being will be left to the interpretation and disposal of the men who are corrupt. Various literature and entertainment media has portrayed this exact problem of the judicial system. For example, the 1996 movie entitled â€Å"City Hall†, (starring Al Pacino and John Cusack) portrays the high possibility of corruption in the judiciary.In the movie, a judge in the highest court of New York participates in the manipulation of the law, and instead of convicting a guilty man, let him go and hid the documents considered as evidence. As the story unfolds, it became clear that the city mayor was the one who influenced the judge to do the act because it is in the best interest of some wealthy businessmen who helped the may or with his political career. Although this is a fictional story, I can say that there is always fire under the smoke. In real American life, politics has a major impact on the judiciary.If the above statement is true, then there really is a possibility that the executive branch can influence the decisions of the judiciary by applying political pressure. So much has been said about the separation and independence of the branches of government from each other, but in some cases (especially high profile cases and those that stir political interests), the judiciary is highly vulnerable to the influence of the political world. I believe the current judicial structure has not exceeded its constitutional powers, but it is more powerful than what the framers of the constitution originally intended.For example, the Federal court is known as the guardian of the constitution. It is within its power to interpret the law written in the past, and apply it to present day circumstances. Thus, the people who interpret the law are more powerful than the law itself. Although members of the judiciary system are working within the limits and bounds set by the constitution, the constitution itself gives them the power to interpret and execute the law. This means that with the enormous power in their hands, it is easy to neglect true justice by using legal technicalities.Interpretation of the law is a rather difficult task because the constitution is vague and ambiguous in many ways. Some law scholars believe that the Constitution purposely remains vague in order to be timeless and applicable to all circumstances. Some believe that the constitution should be followed literally and word for word, and if there are vague areas in it, should be changed or amended to be more precise. This ambiguity in the constitution makes way for the neglect of true justice because each trial lawyer interprets the law in a manner that suits his client’s advantage.Because of the vagueness of the constitution, the courtroom often becomes more of a battleground of who is the better lawyer, than a battleground between right and wrong. For example, a person accused of trampling animal rights by offering sheep and goats as sacrifices, may also be acquitted on the grounds of the freedom of religion. The final verdict, however, will depend on who is the better lawyer, more skilled at applying legal technicalities, and more skilled at interpreting the law in a way that suits the taste of the jury.This basic problem of the American justice system was portrayed in another film entitled, â€Å"The Devil’s Advocate†, where a young lawyer has never lost a single case in his entire life, even though his clients are obviously guilty. There is no other way to solve this judicial problem than to amend the constitution itself. In my opinion, there is no need to change the laws that are written by the constitution framers of old. However, modern applications to the said laws sh ould constantly be added to suit the changing needs of society and modern life.Lessening the ambiguity of the constitution will make way for fairer decisions in the court and ensure that guilty men are punished and the innocent are rewarded with freedom. Needless to say, judges must maintain a high standard of integrity to avoid corruption within the judicial system. Corruption can bring down even the strongest of judicial systems. It did once, for the Roman government. In essence, it is still the American people and not the judiciary who has the power to issue a final verdict. Our jury system was created to ensure that courtroom decisions are impartial, and that the citizens of the nation still have the final say.Jurors are chosen from different walks of life and given the responsibility and duty of executing justice. Democratization of Uruguay

Arraras CPO 3055 20 November 2008 Democratic Transition and Consolidation: Uruguay A study of democratization presumes that the meaning of democratization is self-evident: defined simply as a transition of a political system from non-democracy towards accountable and representative government practices. (Grugel 3) A concept that is valid in Uruguayan politics however, has an element of potential risk that will be the topic of further analysis. Assessment of the latter will enable us to determine why Uruguay is the only one of the four former â€Å"bureaucratic-authoritarian† regimes in South America that includes Chile, Brazil, and Argentina to attain this debatably political status quo. Guillermo O’Donnell described this type of regime as an institution that uses coercive measures to respond to what they view as threats to capitalism, whereas, the only means of opposing this repressive government is by an â€Å"unconditional commitment to democracy. (O’Donnell xiii) The hierarchically lead bureaucratic-authoritarian regime as a political actor poses a possible advantage to democratization insofar that the military-as-institution may consider that their interests are best served by extrication from the military-as-government. However, seizing power to a new governing body without imposing strong constraints is improbable and has occurred predictably in Uruguayan democratic transition. Understanding th e obstacle faced by the newly fragile democratic government in managing the military and eliminating its reserved domains brings us to the task at hand. First, I will analyze the political history in Uruguay that lead up to the no doubt controversial argument that it has attained democratic consolidation. Secondly, I will analyze the factors that either contributed or hindered its journey to representative democracy; ultimately, arriving to the conclusion that Juan J. Linz and Alfred Stepan describe as a â€Å"risk-prone† consolidated democracy. On 25 August 1825, Juan Antonio Lavalleja, at the head of a group of patriots called the â€Å"treinta y tres orientales,† issued a declaration of independence. After a three-year fight, a peace treaty signed on 28 August 1828 guaranteed Uruguay's independence. During this period of political turmoil and civil war, the two political parties around which Uruguayan history has traditionally revolved, the Colorados and the Blancos, were founded. â€Å"Even by West Europen standards, [Uruguay] had a tradition of high party identification and a clear sense of a left-right index. † (Linz 152) Uruguay's first president, Gen. Jose Fructuoso Rivera, an ally of Artigas, founded the Colorados. The second president, Brig. Gen. Manuel Oribe, a friend of Lavalleja, founded the Blancos. The 19th century was largely a struggle between the two factions. However, it was not until the election of Jose Batlle y Ordonez as president in 1903 that Uruguay matured as a nation. The Batlle administrations (1903–7, 1911–15) marked the period of greatest economic performance. A distinguished statesman, Batlle initiated the social welfare system codified in the Uruguayan constitution. From then on, Uruguay's social programs, funded primarily by earnings of beef and wool in foreign markets, gave Uruguay the revered soubriquet â€Å"Switzerland of South America. † After World War II, the Colorados ruled, except for an eight-year period from 1958–66. It was during the administration of President Jorge Pacheco Areco (1967–72) that Uruguay entered a political and social crisis. As wool declined in world markets, export earnings no longer kept pace with the need for greater social expenditures. Political instability resulted, most dramatically in the emergence of Uruguay's National Liberation Movement, popularly known as the Tupamaros. This well-organized urban guerrilla movement adopted Marxist and nationalist ideals while on the other hand, most nationally important actors were disloyal or at best semi-loyal to the already established democratic regime. Their revolutionary activities, coupled with the worsening economic situation, exacerbated Uruguay's political uncertainty. Gradually, the military-as institution assumed a greater role in government and by 1973 was in complete control of the political system. By the end of 1973, the Tupamaros had been successfully controlled and suppressed by the military-as-institution. In terms of systematic repression, as Juan J. Linz and Alfred Stepan stated, â€Å"Uruguay was the most deeply repressive of the four South American bureaucratic-authoritarian regimes. (Linz 152) Amnesty international denounced Uruguay for human rights violations; in 1979, they estimated the number of political prisoners jailed at a ratio of 1 per 600, Chile and Argentina were respectively 1 in 2,000 and 1 in 1,200. (Linz 152) By 1977 the military announced that they would devise a new constitution with the intentions to â€Å"strengthen democracy. † The new constitution would be submitted to a plebiscite in 1980, and if ratified elections with a single presidential candidate nominated by both the Colorados and the Blancos and approved by the military would be held the following year. The post-authoritarian transition to democracy began in Uruguay when the democratic opposition won the plebiscite. By the 1980’s the military did not have an offensive plan to lift Uruguay from its uninterrupted bad economic performance, the Tupamaros had in fact been defeated by 1973, so a defense project against urban guerrilla was unnecessary. The military had no civil or political support, and with there loss in the plebiscite, whose results they said they would respect, tarnished the military’s political leverage significantly. Thus, the democratic opposition in the form of the two major catch all political parties that have governed de jure since the 19 century presented a non threatening alternative despite their disloyal behavior before the authoritarian coup d’etat . As previously touched on, the opportunities presented by a hierarchical military favoring democratic transition is the possibility that the leading officers of the military-as-institution will come to the conclusion that the cost of non democratic rule is greater than the cost of extrication. With the main interest resting in a stable state that will in turn allow the military to become a functioning sector of the state apparatus. However, this does not preclude the possibility of non democratic prerogatives in the transfer. The party-military negotiation called the Naval Club Pact disqualified Wilson Ferreira of the Blanco party to be nominated as president, pushed for guarantees concerning their own autonomy, and the most damaging to democracy was the curtailment of human right trails for military officials. Elections were held in 1985 were Julio Maria Sanguinetti from the Colorado party became the first democratically elected candidate in the 1977 constitution. Because of strong public discontent with Military Amnesty granted during the transition, the curtailment was sent to a referendum in 1989, were it approved the amnesty and gained democratic legitimacy by 57%. It has to be stated that the majority of Uruguayan opposed the amnesty, however the fragile democratic government confronted a troubling decision. They could have breached the Naval Club Pact and tried military officer for heir human right offenses and risked military refusal and therefore a crisis in their own authority. Or they could have hastily granted them amnesty at the cost of lowered prestige in the new democracy. It is safe to assume that the electorate voted to let the amnesty law stand not because it was just but more so to avoid a crisis. By 1992 the left-wing Frente Amplio was integrated into Uruguayan politics without any other major party leaders deeming them unacceptable arriving to the quarrelsome argument that Uruguay became a consolidated democracy. Uruguay's economic development can be divided into two starkly contrasting periods. During the first period, when it earned its valued sobriquet â€Å"Switzerland of South America,† from the late 1800s until the 1950s, Uruguay achieved remarkable growth and a high standard of living. Expanding livestock exports; principally beef and wool accounted for its economic development. The advanced social welfare programs, which redistributed wealth from the livestock sector to the rest of the economy, raised the standard of living for the majority of the population and contributed to the development of new industries. When export earnings faltered in the 1950s, however, the fabric of Uruguay's economy had begun to unravel. The country entered a decades-long period of economic stagnation. It was during the administration of President Jorge Pacheco Areco (1967–72) that Uruguay entered a political and social crisis. As wool and beef demands declined in world markets, export earnings no longer kept pace with the need for greater social expenditures causing bad economic performance that lead to the bureaucratic-authoritarian take over of government. Although the old democratic regime was not able to lift economic prosperity neither was the military-as-government. Bad economic performance still plagued the nation throughout authoritarian rule. By 1980 the military had no agenda in combating the bad economic performance that helped unveil the inadequacies of the non democratic regime. In fact, economic performance has been in a decline since 1950’s until today. Although the legitimacy that the democratic system posses in Uruguay is strong, the capacity, or as Stepan and Linz say, the â€Å"efficacy† of the democratic system in resolving the stagnant economy is low. Thus, making Uruguay’s democracy risk-prone due to an unsolved economic performance. Since the economy has been the number one issue affecting Uruguayans since the end of their golden era in the early 19 century. A public opinion poll was asked to upper class respondents weather a political alternative from the authoritarian regime at the time would speed rather than slow economic recuperation. By a margin of 2 to 1 they believed it would, more surprisingly was a 7 to 1 response to the question if a new democratic regime would bring more tranquility and public order. In 1985, of the nine institutions evaluated in terms of trust, political parties ranked highest with a net score of 57 and the armed forces with a net score of negative 73. Only 5% viewed the military sympathetically while 78% viewed the military with antipathy. (Linz 153) In my studies concerning democratization never did democracy start with such rejection of the political role of the military from all class coalitions alike. During the first half on the 19th century the norm was a two party system similar to that of the United States in that there was â€Å"low fragmentation and low polarization. † (Linz 163) However, contrary to the American vetting process the Uruguayan had a peculiar electoral system known as the double simultaneous vote that allows all parties to run multiple candidate for the presidency. This did not present a problem until after the 1960’s when presidents routinely were elected with less than 25% of the vote because of the amount of candidates running. This creates party fragmentation that can hinder democracy. The fact that the old regime political structure remains untouched means that the opportunity for constitutional change was missed and this presents a potential democratic upheaval. Behaviorally, by 1968-73 political elites were at best semi-loyal to the democratic system that soon caused the authoritarian regime to take over government, and one thing that can be done from previous failures in democratic attempts is to learn from their missteps. Stepan and Linz clearly state that for the consolidation of democracy loyalty to the system as well as the perception that all other parties are loyal to the democratic process plays a crucial role. (Linz 156) By 1985 not one of the twelve major factions of the three leading parties perceived the other parties to be acting disloyal. As well as the mere fact that the once unacceptable left-wing party, Frente Amplio, held the mayoral position of Montevideo by 1989 and then the presidency by 2004 demonstrates the positive elite choices that contributed to democracy. Since Uruguay’s troublesome and long fought battle for independence in August 25, 1828 Uruguay did not encounter any â€Å"intermestic† stateness problems. As far as Washington relations to Latin America and in particular Uruguay, the United States continues to pursue hegemony over the region. The neo-liberal reforms in place in the region are bound by the restraints of the global market and for a country like Uruguay it is very difficult to compete with such superpowers. These reforms have often left the lower classes impoverish and desperate while the upper classes and Washington feed their gluttonous appetites. The civilian government in Uruguay has found it increasingly difficult to enforce these foreign economic influences that can potentially result in authoritarian means of accomplishment. As a member of MERCOSUR, Mercado Comun del Sur, Uruguay faced foreign political influences to liberalize its economy during the 1990s, as economic giants, and MERCOSUR partners Brazil and Argentina had done. This can be potentially devastating to democracy except that Uruguay in the 1980’s had a gross national product (GNP) per capita income of 2,820, higher than any of its MERCOSUR counterparts. However, we must remember that Uruguay has been experiencing a downward economic performance since the mid 1900’s and is a potential risk that needs to be addressed to preserve democracy. United States foreign policy in Uruguay and in the rest of Latin America has encouraged for the liberalization of markets. The side effect of neo-liberal reform is the zero-sum element that produces excessive amounts of losers. Essentially the contrary to what it is intended to produce. These superpower polices implemented creates few winners most of which are â€Å"elites with government connection [that] have been the primary beneficiaries of the sweeping economic transformation. † (Kingstone 196) This transcends business when the only means of preserving this market economy is through potential authoritarian means. The contentious claim that Uruguay is a consolidated democracy since 1992 is threefold, first, because of the reluctance to fix the already proven failed double simultaneous vote electoral system. Secondly, because of civil-military relations concerning human rights violation during authoritarian rule, although was legitimized by democratic referendum, but more importantly budgetary cuts that have been implemented as a result of bad economic performance. Finally, and most importantly, Uruguayans accept democracy as the most legitimate political game, but also recognize its incapacity to fix the troubling economy, producing this efficacy-legitimacy gap that can be potentially destructive for democracy. It is hard to think of a business that fulfills a goal which an individual could easily do on their own. Businesses are pooled resources and knowledge that make our lives more convenient and successful. However, it was not a direct path from these early tribe-like businesses to the businesses of today. One of the most important steps was urbanization. As people came to live together in large groups, cities developed. These large populations needed to be supported with businesses. These businesses often worked in close vicinity with one another in a marketplace. All cultures have marketplaces—they are sometimes known as bazaars in the Eastern parts of the world. From this accumulation, a number of phenomenon occurred. Businesses wanted to be more and more successful, and so they asked the government to develop policies which would help businesses grow. Politicians liked money, so they were happy to help businesses make more of it. For some critics of businesses this nexus between government and business is a negative one. However, while there have certainly been many corrupt governments over the years, and many politicians do enjoy lining their own pockets, it is not fair to criticize business for this reason. The truth is that politicians tend to listen to business interest for one very important reason: almost everyone works for a business of some sort. Businesses play an extremely important role in employing people and paying tax revenue which governments rely on to provide services for people. They are all around us at all times. Without big business we would not have cars, computers, food, ultrasounds, airplanes, movies, magazines, newspapers, soap, and many other things which use every day. We need to carefully consider the impact of business before complainin g about its rise. Business is at the heart of many political disputes.
